Student Responsibility and Campus Regulations

UTPB students are required to abide by all regulations outlined in the UT System Regents’ Rules and the UTPB Handbook of Operating (HOP) Procedures. These policies govern conduct expectations, disciplinary procedures, and standards in areas such as drug and alcohol use, solicitation, hazing, and the protection of intellectual property. Prohibited behaviors include illegal use or distribution of narcotics, consumption of alcohol in restricted areas, unauthorized solicitation, hazing in any form, and copyright infringement - all subject to disciplinary actions ranging from probation and suspension to expulsion or revocation of degrees. The Dean of Students administers these regulations, which may include interim disciplinary measures to ensure campus safety and uphold the integrity of the learning environment.

Copyright and Fair Use: The University of Texas Permian Basin enforces copyright guidelines in compliance with the United States Code Title 17, Chapter 5, Section 501: Copyright Infringement and Remedies
Criminal Background Checks: Certain academic programs require students to undergo and successfully complete a criminal background check as a condition of admission, continued enrollment, program completion, licensure, or participation in clinical, practicum, or other educational experiences. Students who decline to complete the background check or who fail to meet the required standards may be removed from the program. Students are responsible for all costs associated with the criminal background check.

False Reports: Under Section 42.06 of the Texas Penal Code, it is an offense to knowingly initiate, communicate, or circulate a report of a bombing, fire, offense, or other emergency—past, present, or future—when the individual knows the report is false or baseless and when it would typically:

(1) prompt action by an emergency response agency;

(2) place another person in fear of imminent serious bodily injury; or

(3) disrupt or prevent the use of a building, room, assembly area, public space, or any mode of transportation.

Making a false alarm or report involving a public or private institution of higher education constitutes a state jail felony. A person convicted of a state jail felony may be punished by 180 days to two years of confinement in a state jail and may also receive a fine of up to $10,000.

Gang Free Zone: Premises owned, rented or leased by UT Permian Basin, and areas within 1,000 feet of the premises are "gang-free" zones. Certain criminal offenses, including those involving gang-related crimes, will be enhanced to the next highest category of offense if committed in a gang-free zone by an individual 17 years or older. See Texas Penal Code, Section 71.028.

Missing Student Notification: If any member of the University community believes that a student residing in on‑campus housing is missing, they should immediately contact the UT Permian Basin Police Department at (432) 552‑2786. Students living in on‑campus housing may confidentially identify an individual to be contacted if they are determined to be missing for more than 24 hours. This contact information will be accessible only to authorized University officials and law enforcement personnel and will be used solely for a missing‑person investigation. To designate a confidential contact, students should reach out to Student Housing at (432) 552‑2743.

UTPB Student Identification Card and Parking Permit:
Student IDs and parking permits may be obtained at the UT Permian Basin Police Department Information Center, located in the Mesa Building throughout the school year. Parking permits are prorated as necessary based on the date of purchase. In accordance with Texas Education Code § 51.207(b), the University enforces State of Texas vehicle inspection laws for any vehicle parking or driving on campus.
Disabled Veterans Parking:
Disabled veterans may park with a free University parking permit or, at the discretion of the University, may park without a University permit in designated disabled parking spaces for an unlimited period of time, as long as they display appropriate state-issued DV license plates or placards.
