The University of Texas Permian Basin is committed to fostering academic excellence and student success through a robust network of learning resources and institutes. Central to this commitment is the J. Conrad Dunagan Library, a modern facility offering extensive print and electronic collections, collaborative learning spaces, specialized study areas, and advanced technology to support research and instruction. The University also provides access to FalconOnline, a comprehensive digital learning platform that enhances remote and hybrid education. Additionally, UTPB has launched initiatives such as the Open Educational Resources (OER) Institute, aimed at reducing textbook costs and improving access to high-quality, faculty-developed learning materials. These resources, along with various academic support services, are designed to empower students throughout their educational journey and promote lifelong learning.

Center for Energy and Economic Diversification (CEED):
The Center for Energy and Economic Diversification (CEED) at The University of Texas Permian Basin is a premier hub for innovation, research, and entrepreneurship in the region. Originally established in 1989 as part of UTPB’s Midland expansion, CEED has evolved into a dynamic facility supporting workforce development and economic growth. Following extensive renovations completed in 2024 under the Workforce and Innovation for a Stronger Economy (WISE) initiative, CEED now offers 30,000 square feet of state-of-the-art space, including leasable offices, coworking suites, wet labs, a makerspace, conference and event venues, and a full-service café. It houses key university entities such as the Office of Innovation & Commercialization, the Small Business Development Center (SBDC), the Texas Water and Energy Institute (TWEI), and the Advanced Manufacturing Center (AMC). CEED serves as a collaborative environment where startups, researchers, industry leaders, and students converge to drive technological advancement, economic diversification, and community engagement across the Permian Basin.
FalconOnline:
FalconOnline is The University of Texas Permian Basin’s dedicated platform for delivering high-quality online education and instructional support. Serving as the gateway for faculty and students to engage in digital learning, FalconOnline provides essential tools, resources, and services that enhance the online teaching and learning experience. Through the integration of technologies such as Canvas and the implementation of best practices in instructional design, the platform promotes accessibility, inclusivity, and academic excellence. FalconOnline supports course development, professional training, and quality assurance initiatives—including the Quality Matters Course Design Certification—ensuring that online programs meet rigorous educational standards. By fostering innovation and collaboration, FalconOnline plays a vital role in shaping the future of education at UTPB.
Information Technology Services:
The Information Technology Services (ITS) department at UT Permian Basin delivers comprehensive support for computing, telecommunications, networking, and videoconferencing across the university. Instructional technology resources include a robust campus network, computer and multimedia classrooms, interactive video classrooms, computer labs, and mobile multimedia equipment designed to enhance teaching and learning.
ITS manages the university’s high-speed data communications network, which seamlessly connects buildings, offices, classrooms, and laboratories, providing an integrated and reliable communication infrastructure. This network also offers secure access to the global Internet, with both wired and wireless connectivity available throughout campus, ensuring high-speed access in all academic and administrative spaces.
Computer classrooms are equipped with modern hardware and software to support hands-on instruction, while multimedia classrooms enable dynamic presentation capabilities for faculty and students. Interactive video classrooms facilitate real-time, fully interactive video conferencing between the main campus and remote locations, expanding the reach and flexibility of academic engagement.
Petroleum Industry Alliance:
The Petroleum Industry Alliance (PIA) was established in October 1992 to support the advancement and sustainability of the oil and gas industry in the Permian Basin. The Alliance’s primary objectives include serving as an effective catalyst for the development of new oil and gas projects in the region; functioning as a respected, independent research organization; and acting as a resource for education and training programs related to the petroleum industry.
A central role of the PIA within the Permian Basin is to facilitate the transfer of technology to the oil and gas industry, with particular emphasis on supporting independent operators. The Alliance actively fulfills this mission through the delivery of educational seminars, short courses, and industry forums. In addition, the PIA supports the technological needs of the industry by maintaining collaborative relationships with the U.S. Department of Energy, the National Laboratories, and the Independent Petroleum Association of America’s Petroleum Technology Transfer Council (PTTC).
The Petroleum Industry Alliance serves as the primary entity at The University of Texas Permian Basin dedicated to direct engagement with, and service to, the oil and gas industry.
Small Business Development Center (SBDC):
The Small Business Development Center (SBDC) at The University of Texas Permian Basin plays a vital role in regional economic development by empowering entrepreneurs and small business owners. As part of the College of Business and the Northwest Texas SBDC Network, the Center offers confidential, one-on-one business consulting, market and industry research, and affordable training programs tailored to the needs of emerging and established enterprises. Located within the Center for Energy and Economic Diversification (CEED), the SBDC provides expert guidance on business planning, financial management, marketing strategies, and access to capital. In recent years, the Center has been recognized for its outstanding impact, including receiving the 2024 Excellence and Innovation Award for SBA Region VI. Through its dedicated team and strong community partnerships, the UTPB SBDC continues to be a catalyst for business growth and job creation across the Permian Basin.
State-Owned Information Resources:
At The University of Texas Permian Basin (UTPB), access to state-owned information resources is provided to students who are officially enrolled and have been granted user credentials. These resources include university-owned computers, software, data, telecommunications systems, and media that support academic and administrative functions.
According to UTPB’s :
Users, including students, are permitted to use UTPB information resources for purposes directly related to university business, such as coursework, research, and communication.
- Incidental personal use is allowed, provided it does not interfere with university operations or violate policy.
- Students must comply with all applicable Information Resources Use and Security policies, including confidentiality, privacy, and data protection standards.
- Access is monitored, and students should have no expectation of privacy when using university-owned systems.
- Misuse of resources—including unauthorized access, data manipulation, or use for prohibited activities—may result in disciplinary action.
Access is typically granted upon enrollment and remains active while the student maintains their status at the university.
Student Counseling and Psychological Services Center:
at The University of Texas Permian Basin provides confidential, professional mental health services to support the emotional well-being and academic success of students. Offered at no additional cost through Student Services Fees, the center delivers individual counseling sessions where students can explore personal concerns, including stress, anxiety, depression, relationship issues, and more. Licensed counselors offer a safe and supportive environment, guided by ethical standards and Texas law, to help students navigate challenges and develop coping strategies. In addition to in-person services, UTPB offers 24/7 access to mental health support through TimelyCare, an online platform providing on-demand counseling, scheduled appointments, health coaching, and self-care resources. The center also facilitates referrals to specialized community services when needed, ensuring comprehensive care tailored to each student’s needs.
The Counseling Center also serves as a training site for advanced graduate students in psychology who are completing their practicum or apprenticeship requirements as part of their master’s degree program.

The J. Conrad Dunagan Library:
The J. Conrad Dunagan Library at The University of Texas Permian Basin is a vital academic resource dedicated to supporting the research, teaching, and learning needs of the university community. Established in 2001, the library houses a diverse collection of over two million resources, including print materials, multimedia, microfilm, and electronic databases. It offers modern study spaces, instructional classrooms, computer stations, and wireless internet access across two technology-enhanced floors. Through services such as FalconFinder, interlibrary loan, course reserves, and personalized research assistance, the library ensures students and faculty have access to essential scholarly materials. The Dunagan Library also maintains the FalconCommons digital repository, preserving the intellectual and creative output of the UTPB community as well as, housing archived catalogs. The library also fosters an inclusive and collaborative environment that empowers users to achieve their educational and professional goals.

The Jan and Ted Roden Center for Entrepreneurship:
The Jan and Ted Roden Center for Entrepreneurship at The University of Texas Permian Basin serves as a dynamic hub for cultivating entrepreneurial spirit among students. Established in Fall 2004 through generous private funding from Jan and Ted Roden, the Center is dedicated to promoting self-venturing as a viable career path. It offers state-of-the-art facilities including multimedia classrooms, wireless computer access, a dedicated research library, and seminar spaces designed to support student innovation and small business development. Operated by the School of Business, the Center actively engages in regional economic development, delivers entrepreneurship-focused academic and certificate programs, and hosts the Distinguished Entrepreneur Speaker Series. Through strategic partnerships and real-world learning experiences, the Roden Center empowers students and community members to transform ideas into impactful ventures.
The John Ben Shepperd Leadership Forum:
The John Ben Shepperd Leadership Forum, housed within the Shepperd Leadership Institute at The University of Texas Permian Basin, is dedicated to cultivating civic engagement and public leadership across the region and state. Established to honor the legacy of John Ben Shepperd—former Texas Secretary of State and Attorney General—the Forum promotes leadership as a noble calling and encourages individuals to serve their communities with integrity and purpose. Through signature programs such as the Distinguished Lecture Series, the Texas Leadership Forum, and the Public Service Leadership Forum, the Institute provides students and community members with opportunities to engage with influential leaders, develop leadership skills, and explore critical issues facing society. The Forum is a cornerstone of UTPB’s commitment to service, leadership development, and regional impact.
